IMPORTANT FINAL DEADLINES
Notices about missing required signatures and identification documents: All Claimants with approved claims who are missing required information will receive a final deadline notice. You will receive a deadline notice if your claim is missing: (i) a Social Security number, (ii) a signed form, or (iii) an eligible identification document (such as a current driver’s license or other recent government issued identification).
If you receive a deadline notice, you must provide the requested information by the deadline date. If you do not submit the information by the deadline, the claim will be closed without payment per Court order.
Deadlines for claiming your payment award. The payment administrator has issued final deadline notices for claimants who were sent an award notice but who have not claimed their payment. These individuals will have 30 days from the date of the notice to claim the payment or the claim will be closed without payment.
The Court has ordered that in order to be paid, you MUST respond to these notices and provide the required information or take the necessary action by the stated deadline or your claim will be closed without payment.

UPDATE FROM THE SPECIAL MASTER – UPDATE AND OVERVIEW OF THE PAYMENT PROCESS – October 5, 2026
On September 25, 2025, the Special Master filed a Report of the Special Master Regarding the Status of Payments to Approved Claimants in the ASA. A copy of the report can be found HERE. This Report explains the payment process for approved claims under the ASA.
Payments are processed in groups as soon as claims become eligible for payment. It takes at least two weeks to prepare the data for upload to the payment portal – so once a group of claims is identified as payable (if they have cured the issues noted below) then the file is sent to the payment administrator for processing and once the processing is completed, the award letters are issued. The payments do not go out daily. They are grouped for efficiency and cost savings. Payments have been distributed for all payment groups (property, adult injury, business, minor child, minor adolescent, and minor teen).
As of the end of September, approximately 78% of approved claims for claimants 18 years or older have been issued payment award notices. The remaining 22% of approved claims for claimants 18 or over are not payable. The following breakdown shows the status of payments and the reasons why certain claims are not eligible for payment.
What is the status of payments to minors? Payments for claims of minors (currently under 18) must be made to a trust or in a structured settlement as required by the settlement. There are 6,817 approved claims for current minors. The settlement payment letters for minors who have approved claims and who qualify for payment will be issued after the expiration of the deadlines set by the Court for approved claimants to finalize their claims.
Many payments to injury claimants must be held because a lien has been asserted by Medicare or a private health insurer. The lien administrator appointed by the Court is working diligently to resolve these liens on your behalf. We appreciate your patience during this process. Once your lien is resolved, your payment will be issued. For more information about liens for Flint settlement claimants, click HERE.
Important: Please do not attempt to contact Medicare or your health insurer directly regarding your lien. Doing so could interfere with the lien administrator’s efforts and may delay the resolution of your claim. We understand that waiting for lien resolution can be frustrating. However, lien resolution is a legal requirement that must be addressed in accordance with applicable law before your payment can be released. Thank you for your understanding.
On July 9, 2026, the Special Master filed a Report of the Special Master Regarding the Status of Payments to Approved Claimants in the ASA as of July 8, 2026. A copy of the Report is available HERE. The Report explained that payments for approved claims have continued to be issued in batches, with additional claim categories being paid each month:
Other points to help expedite payments:
Please continue to check the website for accurate updates.
The payment administrator continues to issue payments for approved residential property claims. Payments commenced in December 2025 and award letters on residential property claims have been issued in batches since that time. A total of 10,546 such letters have been issued and additional letters will issue on May 20. The payments include claims where more than one claimant has been approved for the same property. Please see the FAQs located HERE for additional information on “shared” properties.
Payments for deceased claimants: when we learn that a claimant is deceased, the payment information has to be updated to identify the legal representative of the claimant who is entitled to receive the payment. Payments continue to be released for property claims as the legal representatives are identified.
As explained in an earlier update available HERE, on March 21, 2026, the Special Master filed a Report and Recommendation requesting authorization to begin the process of distributing partial payments for eligible adult injury claims. On March 23, the Court entered an Order authorizing the Special Master to direct the claims administrator and the Distribution Vendor to begin the process of distributing such partial payments for eligible adult injury claims. The claims administrator is preparing a list of such eligible claims for partial payments and we anticipate that these payments will issue in June. Please note: claimants who have not provided a valid Social Security number are not eligible for payment until that number is received. The administrator is preparing a payment list for business claims that have been approved, and will be working next on a payment list for a partial payment to eligible minor injury claimants approved for a Teen Category.
Please continue to check the website for accurate updates.
The payment administrator is currently issuing payments for approved residential property claims. Payments commenced in December 2025 and award letters on residential property claims have been issued in batches since that time. Additional property claim payments that will be issued in April will include claims where two claimants have qualified for the same property. In this situation, the settlement requires that that the award for the property be divided among the approved individuals. Please see the FAQs located HERE for additional information on “shared” properties.
On March 21, 2026, the Special Master filed a Report and Recommendation requesting authorization to begin the process of distributing partial payments for eligible adult injury claims. A copy of the Report and Recommendation can be found HERE. On March 23, the Court entered an Order authorizing the Special Master to direct the claims administrator and the Distribution Vendor to begin the process of distributing such partial payments for eligible adult injury claims. A copy of the Order can be found HERE. The Order directed that the first installment be an initial, conservative payment, which will allow for final adjustments to the total awards after all decisions are finalized, and that the partial payment calculations be conducted in accordance with the parameters outlined in the November 21, 2025 Report and Recommendation of the Special Master. A copy of that November 21, 2025 Report and Recommendation can be found HERE. The second and final installment will be the remainder of the total amount payable to each eligible adult injury claimant, to be paid after all appeals and the value of the Settlement Fund assets are finalized.
The March 23 Order also provided that after payments of the first installments payable to eligible adult injury claimants have commenced, the Special Master is authorized to direct the claims administrator and the Distribution Vendor to begin the process of distributing payments to eligible minor injury claimants who are now adults and do not wish to take advantage of the trust or structure options. Such payments will follow the same installment structure as the adult injury claim payments.
The recommendation for issuing partial payments to Claimants eligible for injury payments applied to adults first because adults are permitted to receive “cash” payments under the ASA, which means that it is possible to pay these claimants in installments. We cannot distribute partial payments to minors because they are required to receive their payment either through a structured settlement or a trust – which must be funded in full and cannot be funded in installments.
Please check the website for accurate updates.
A recent media report apparently indicating that payments for children’s claims will be issued in the next two weeks is incorrect. First, children will not receive cash payments. The payments for those who are currently children will be issued to a trust or to an annuity company that is providing structured payments. (Some claimants who are children may be eligible to receive $5,000 up front before putting the rest of the money in trust/structure.) Second, payments for children will not be issued until the process of confirming legal representatives and finalizing appeals for those claims is complete and after the Court authorizes a final allocation and payment distribution.
Right now, the payment administrator is issuing payments for property claims. That process is expected to continue through February. Adult injury claim payments will be issued before payments for minors. The adult injury payments can be issued only after the Court authorizes a final allocation for those claims. Please check the website for accurate updates.
What should you do now:
Contacts:
Following is information to assist individuals whose family member may have submitted a claim to the Flint water settlement but who has passed away since the time the claim was submitted.
Michigan law and the terms of the settlement impose requirements on how minors (children) may receive their settlement. A legally authorized representative (for example parent, guardian, or court-appointed representative) for each minor or legally incapacitated adult must select one of the options below. Additional information will be available for each option. This is only a summary – and additional information will be provided at a later date.
Option 1: Structured Settlement
The settlement money is used to purchase an annuity contract that pays out fixed, guaranteed payments on a schedule that the legally authorized representative selects. If you choose this option, the funds are transferred directly to the annuity company approved by the Court. Future payments are made directly to the child after the child becomes an adult on the schedule you pick. The child’s legally authorized adult representative will have 6 pay-out options to choose from. Because the child’s settlement is invested for him/her, the total pay out to the child when he/she is an adult is greater than the original settlement award. These payments are guaranteed in amount. These types of structured settlement payments are not taxable. Once a structured settlement option is finalized, the amount and timing of payments cannot be changed, even by a court. You cannot access the money in the structure account before the scheduled payment dates. If the child has an immediate need for monies, you can elect a $5,000 up front payment to benefit the child and put the rest in the annuity (structure).
For an example of a structure option where you would make your elections and see your structure choices, click HERE
Option 2: Pooled Preservation Trust
In this option, the settlement money is transferred into a Trust that has been set up and court approved for children in the Flint Water Settlement. Each child has his or her own Trust account that is managed by Huntington Bank. Huntington Bank is under court oversight. The child’s legally authorized representative selects this option by signing a Joinder Agreement. You can apply to Huntington Bank for trust distributions at any time (including before a child is 18) if such distribution is for the child’s support, education, and welfare. When the child becomes an adult, the remaining trust funds are paid directly to him/her. Huntington Bank is responsible for investing Trust funds for the benefit of the minors. Interest earned on each child’s settlement is taxable (which depends on individual circumstances). As Trustee, Huntington Bank issues regular written reports to the child’s legal representative and to the Court.
Option 3: Special Needs Pooled Trust
A claimant who is disabled and received public assistance benefits (for example a claimant who receives SSI social security disability benefits) may have the funds paid directly into a Special Needs Pooled Trust that has been established and court-approved for the Flint Water Settlement. Settlement funds deposited into this Special Needs Trust will not be counted as an individual’s income or assets, and that will protect the claimant’s eligibility for continued public assistance benefits. This Special Needs Pooled Trust works similarly to the Pooled Trust described above in that a separate account is created and held for the benefit of a disabled child or adult. That individual’s legally authorized representative selects the Special Needs Pooled Trust by signing this Joinder Agreement.

UPDATE FROM THE SPECIAL MASTER AND OVERVIEW OF PAYMENT PROCESS – OCTOBER 06, 2026
- Why does the settlement need this information? The Amended Settlement Agreement requires this information.
- Why are there deadline notices for claimants who were minors during the water crisis but are adults now? In many cases, claims for individuals who are now adults but were minors during the water crisis were submitted by people other than the claimant. This means that the settlement administrator does not have direct contact with the claimant and does not have the claimant’s signature and identification. It is important to have this information for payment to make sure that the payment goes to the correct person. It is also necessary to have a release signed by the claimant as required by the settlement.
What action is required by October 8, 2026?
- This deadline applies to claimants who had not responded to earlier notices that the claimant had to sign forms or provide an identification document or a valid social security number.
- This deadline applies to you if you received a notice stating that you have to either (i) sign forms or (ii) provide an identification document (such as a current driver’s license or other recent government issued identification), or (iii) provide your Social Security Number by October 8. 2026. If you do not provide that information by October 8, 2026, your claim will be closed without payment.
- The October 8 deadline also applies to you if you received a notice that you must access the payment portal by October 8, 2026. You received this notice through your counsel if you were issued an Award Letter in December 2025 but have still not accessed the payment portal to claim your award. If you do not access the payment portal by October 8, 2026, your claim will be closed without payment.
What action is required by October 17, 2026?
- The October 17 deadline applies to you if you received a notice letter from the claims administrator stating that you must either (i) sign forms or (ii) provide an identification document (such as a current driver’s license or other recent government issued identification), or (iii) provide your valid Social Security number by October 17. If you do not provide the information by October 17, 2026 your claim will be closed without payment.
Other ongoing deadlines.
- The claims administrator will continue to issue final deadline notices for claimants or the Next Friend or representative of claimants who have not either (i) signed forms or (ii) provided an identification document (such as a current driver’s license or other recent government issued identification), or (iii) provided a valid Social Security number. These deadline notices will give 30 days from the date of the notice to provide the information. If you do not provide the information by the deadline in the notice, your claim will be closed without payment.
- The claims administrator is issuing final deadline notices to Next Friends of current minors who have not signed forms as required by the settlement agreement. These deadline notices will give 45 days from the date of the notice to provide the signed forms.
- The payment administrator will continue to issue final deadline notices to claimants who have not accessed the payment portal to claim their payment more than 30 days after the award was issued. If you receive a notice from your lawyer or from the payment administrator advising that that you must access the payment portal or your claim will be closed, you must access the payment portal to get your claim payment by the deadline or your claim will be closed without payment.

UPDATE FROM THE SPECIAL MASTER – AUGUST 28, 2026
I. Recently Issued and Upcoming Payments
The payment administrator issued additional payment award letters on August 20. The award letters included claims approved in any settlement categories for claimants who are 18 or older and who do not have a medical lien that prevents payment, that are not missing required information, and that have not requested an appeal. This batch of payments included payments on additional approved property claims and partial payments for additional approved adult injury categories, partial payments for additional approved claimants in the “teen” categories who are now 18 or older and eligible to be paid, and partial payments for approved claimants in the minor “child” or “adolescent” categories who are now 18 or older and eligible to be paid. The next batch of award letters is expected to be issued in September.
The payment amounts now being issued for approved Adult injury claims and for approved claimants now over 18 in the minor “child,” “teen,” or “adolescent” categories are partial payments. These initial partial payment amounts are set forth below. Please note these are partial payments only–an additional payment will be issued later on claims in Categories 1-27A.
Payments issued for residential property damage claims (Category 28) or business claims
(Categories 29 and 30) are full payments, since these are capped amounts under the settlement.
No second payment will be issued on property or business claims. Residential property claims
receive $1,000 per property per the settlement terms and business claims can receive a maximum
of $5,000 per business or per rental property per the settlement terms.
II. Claims that Have Not Been Finalized
To ensure that payments go only to approved claimants, any claimant who is now over 18-years old but whose claim was submitted by a Next Friend when they were a child must still sign their own release and attestation and provide their own identification (such as a driver’s license or other government issued identification) to be approved for payment.
The Special Master will be submitting a report to the Court recommending that such claimants be provided an additional 30 days from the date of any Court order during which time they can still submit any missing signatures and identification to be eligible to receive payment. If claimants do not submit those documents, their claims will be closed without payment. In some cases, even if the claim is closed at this stage, the claimant may be eligible to participate in the Future Minors’ Fund.
Important deadline:
The Special Master’s office continues to receive requests for appeals and reconsiderations of claims. Many of these requests are long past the deadlines set in the settlement. The Special Master’s office had tried to address individual circumstances that affected the ability of the claimant to submit an appeal, but in order to complete the claims process and finalize payments, the Special Master’s office will not accept any appeal after August 31, 2026—unless the claimant received a notification or reconsideration letter from the claims administrator that is dated August 15 or later.
For further details, please refer to the FAQs and prior updates available on this website and the July 9, 2026 Report of the Special Master Regarding the Status of Payments to Approved Claimants in the ASA as of July 8, 2026. UPDATE FROM THE SPECIAL MASTER – JULY 20, 2026
Notice for Injury Claimants Regarding Lien Resolution
UPDATE FROM THE SPECIAL MASTER – JULY 10, 2026

- The payment administrator continues to issue payments for approved residential property claims, which commenced in December 2025. These now include “shared” properties. Please see the FAQs located HERE for additional information on “shared” properties.
- The payment administrator began issuing initial partial payments for approved adult injury claims in June 2026.
- The payment administrator will issue the next batch of payments on or about July 23, 2026, and this batch will include (i) additional approved residential property claims, plus (ii) payments for approved business claims, plus (iii) partial payments for approved claimants in the “teen” categories who are now 18 or older and eligible to be paid.
- In total, approximately 12,500 payment awards have been issued to-date, and when the next batch of award letters is distributed on or around July 23, approximately 14,600 payment awards will have been issued. The total amount authorized for payments is over $26.5 million.
- It is anticipated that the payment group to be issued next, after the group scheduled for approximately July 23, will include any claims in the above groups that have become eligible since the last payment file was prepared (additional residential property and business claims receiving payments, and additional adult injury or teen claims receiving partial payments) plus partial payments for those claimants who are approved in the Minor Child and Minor Adolescent categories and who are now over 18 and eligible to be paid.
- Those claimants who are still minors cannot receive a cash payment for their entire claim award. Michigan law imposes legal restrictions to protect minors’ financial interests by limiting cash payments to minors. Payments to minors must be made either to one of the Court-approved, Court-supervised trusts or through a structured settlement. These mechanisms were established by court order to protect the funds. Click HERE for more information on payments for minors.
Other points to help expedite payments:
- Payments for claimants who are now 18 years or older but whose claim was filed by a purported Next Friend on their behalf at a time when they were a minor: those claimants who are now 18 or older must personally execute the necessary settlement documents, including the required Release. The claims administrator has been issuing notices to such claimants advising of this requirement, but until these executed documents are received the claim cannot be transferred for payment.
- Payments for deceased claimants: when we learn that a claimant is deceased, the payment information has to be updated to identify the legal representative of the claimant who is entitled to receive the payment. Notices on such claims are being issued by the claims administrator advising of the information needed. For further information, Click HERE for a Notice from the Special Master with information for family members of deceased claimants.

UPDATE FROM THE SPECIAL MASTER – MAY 13, 2026
The payment administrator continues to issue payments for approved residential property claims.

UPDATE AS OF 3/25/26
The payment administrator is currently issuing payments for approved residential property claims.

IMPORTANT UPDATE AS OF 2/9/26 REGARDING MINOR PAYMENTS
Flint Water Settlement Next Steps: Update from the Special Master – February 4, 2026
- Payments continue to be issued in stages. At this point, only individuals who have a residential property damage claim and no other claim are receiving payment. When your claim is ready for payment, you will be notified.
- The initial distribution group was issued in December 2025.
- The next group of property claims ready for payment was issued January 20, 2026.
- There were 7,190 claimants included in the initial distribution groups.
- An additional group of property claimants was issued on February 4, 2026.
- After that group, we anticipate that another group will be released for payment on February 20. This group will include property awards for people who have also qualified for an injury award.
- After that we will issue payments for property claims where two or more individuals have qualified for the same property. In this situation, the settlement requires that that award for the property be divided among the approved individuals.
- As of January 16, 2026, 26,231 individuals have approved claims. Some individuals have been approved for more than one payment – such as a property claim and an injury claim, or multiple property claims. Of the total individuals approved for payment, 13,196 were minors at the time of the water crisis, and 13,035 were adults (or businesses).
- If you currently have a claim on appeal, the remaining appeals are still being reviewed and you will receive a decision as soon as possible.
- New Court Order: the Court has entered an order that explains the basis of property damage payments in the settlement. The purpose of the order is to provide background information that may be useful for claimants for tax purposes. You can find the Order HERE and you can find the Report of the Special Master that resulted in the Order HERE.
What should you do now:
- Keep your contact information current. Call your attorney or Epiq at 1-888-893 7470 with all changes.
- Watch for your payment Award Notice. An Award Notice is required for payment. The Award Notice will be sent by mail or email from your attorney or the payment administrator. You must have an Award Notice (letter) to log onto the Flint Payment portal.
- When you receive an Award Notice, you may elect the form of payment. The fastest and most secure way to receive payment is by electronic transfer.
- Your letter will come from your lawyer if you have retained an individual lawyer. If you have not retained an individual lawyer, your letter will come directly from the payment administrator.
- The letter will give you instructions on how to log onto the Flint Payment Portal and what to do once there.
- If you cannot log onto the Flint Payment Portal or need help logging in, call 1-888 893-7470.
- If you need a check payment, you can make that election on the Flint Payment Portal and you will be able to pick up your check when it is ready.
- You will be able to pick up your check. The payment administrator will notify you via e-mail or phone when your check is available for pick up and will give you the location, date, and available times for pick up.
- Ignore rumors. Only trust official updates.
- If you are the legal representative (Next Friend) of a minor claimant, you will be receiving documentation that will preserve the funds for the benefit of the minor child. There are two options: payments for minors will be made either to the court approved pooled trust or a structured settlement. Information about these options is available HERE.
- If you are the legal representative of a minor or an incapacitated adult, you may want to consider the Special Needs Pooled Trust. For information about the Special Needs Pooled Trust, click HERE. Please notify the Special Master if you would like to set up a meeting to discuss the Special Needs Trust. Contact information is below.

NOTICE FROM THE SPECIAL MASTER: FLINT WATER CASE SETTLEMENT
INFORMATION FOR FAMILY MEMBERS OF DECEASED CLAIMANTS
Following is information to assist individuals whose family member may have submitted a claim to the Flint water settlement but who has passed away since the time the claim was submitted.
-
I think my now deceased family member submitted a claim. How do I find out?
To obtain information about your deceased relative’s Flint Water Settlement claim, you will need to provide your relative’s full name and date of birth. You will be asked to confirm your relationship. You can submit any probate documents, or a death certificate, or a published obituary that names you as a relative.
Please can provide this information by contacting the office of the Special Master at (202) 420-2200 or deborah.greenspan@blankrome.com.
-
If a payment is awarded to a deceased individual, what happens to the payment?
The settlement payment will be issued to the approved legal representative of the deceased individual. The legal representative is either:
-
a person who has been appointed by a probate court to represent the interests
of the estate of the deceased person (for example, a Personal Representative)
or
- if no application for the appointment of a legal representative is pending or has been granted in any jurisdiction, a person who is related and who submits a signed and notarized Michigan probate form called an Affidavit of Decedent’s Successor along with the death certificate and proof of relationship demonstrating that they are the appropriate authorized Next Fiend under the settlement. Click HERE for this probate form.
In some cases, you will be required to get Letters of Authority issued by a probate court. The Affidavit of Decedent’s Successor is authorized by the court where the amount of compensation is under the probate estate amount set by the State. The probate estate amount is determined by the year of death. The claims administrator will notify you if you are required to obtain Letters of Authority.
The representative is required submit a copy of their driver’s license or other government-issued identification document.

of the estate of the deceased person (for example, a Personal Representative)
or
-
What are the obligations of the legal representative?
If the approved individual receives a payment that person is required by law to distribute the payment to eligible heirs if there are any.
How will payments be sent to minor claimants (under age 18 at time of payment) and
adults who are disabled and who receive SSI benefits?
